RCV Strageties

CONDITIONAL:   Initialize this project based upon findings in Project #2 showing that stated threats posed by RCV cannot be practically defended against and/or that the stated benefits of RCV do not actually materialize.

PROJECT #3:   Identify strategies (and methods for implementation) beyond those already in play by the various organizations touting RCV.

STATUS:   Under Consideration - Pending outcome of Project #2
